Who we are

The TCF Partnership was created by Phil Billingham, an International speaker, writer and consultant on global financial services regulation. Phil grew up in Johannesburg and is married to a South African who is the Managing Director of their UK financial planning firm.

Their connections with South Africa, places them in an exceptional position to help the South African financial services community meet the new regulatory requirements

Phil Billingham has been an active commentator, speaker, writer, trainer and consultant since the advent of the Financial Services Act in April 1988, having joined the Financial Services profession as an Adviser in 1982.

In 1995 – 1996 he lived in San Francisco, USA, and worked with the National Association of Financial Advisers and the Consumer Federation of America. He has since written and spoken about the role and operation of Financial Services regulation in the United States.

Phil Billingham

Between 1999 and 2003 he was a Director and subsequently Vice-Chairman of the Society of Financial Advisers, now the Personal Finance Society. Between 2007 and 2012 he was a Director of the Institute of Financial Planning (IFP), and remains a member of the Ethics and Practice Standards Committee. He sits on the Financial Planning Standards Board (FPSB) Regulatory Advisory Panel, and is a member of the FPSB Professional Framework working group.

After 11 years of running his own consultancy, in 2009 he became Head of Business Strategy at threesixty Services LLP, working with IFA’s and Financial Planning firms in adopting and changing their business models to survive and thrive during periods of Regulatory Change.

He left threesixty in May 2012 to set up his own specialist consultancy dealing with Regulatory change in different countries. Susan Jordan has now joined him in this firm.

Phil has spoken at the IFP conference in the UK in 1999, 2009, 2010 and 2011, at the Million Dollar Round Table (MDRT) conference in Anaheim in 2004, at the Financial Planning Institute (FPI) Convention in Johannesburg in 2008 and 2012, at the Confederation of Independent Financial Advisers (CIFA) Conference in Paris in 2009, at the FPA International Chapter meeting in Dublin in 2012 and at the Financial Planning Association Conference in San Diego in 2011.

Apart from the UK, Phil has worked with Advisers, Planners and Regulators in the Isle Of Man, USA, South Africa, Australia, Jersey, Guernsey, Gibraltar and Eire, and has been published in the UK, Europe, the USA, Australia and South Africa, including authoring the Training and Competence chapter of ‘The IFA guide to the FSA handbook’.

He has been worked as an Expert Witness to the High Court in England, and in Scotland, and been a guest Lecturer at the City of London University.

Phil is an Associate of the Chartered Insurance Institute (ACII), a Fellow of the Personal Finance Society, a Certified Financial Planner (CFP), and a Chartered Financial Planner.

In 2005 and 2011, the ‘Professional Adviser’ newspaper voted him in the top 50 most influential IFAs in the UK.

He remains Operations and Compliance Director of Perceptive Planning Limited, a small Financial Planning firm run by his wife, Shannon Currie. This firm has been awarded both Chartered Financial Planner and Accredited Financial Planner designations, one of only a handful of firms in the UK to be recognized in this way.
